Alikhanov Fazylagzam Akatayuly (1897-1938) – leader of the Alash movement, engineer-architect, economist.

He was born in 1891 in the parish of the Ust-Kamenogorsk district of Semipalatinsk region (now East Kazakhstan region) in a wealthy family. His ancestor Tleuberdy Kozybayuly was the senior sultan of the Kokpekty district, and his grandfather Galikhan Sarzhomart was a volost administrator. Alikhanov Fazylagzam first studied in Ust-Kamenogorsk, then in Omsk. He was a member of the Kazakh youth society "Birlik".

In 1917-1919, he took an active part in the affairs of Alashorda in Omsk, Semipalatinsk (now Semey) and Ust-Kamenogorsk. Participated in the establishment of the local organization of the Alash party. In 1920, he was a representative of the Kazrevkom for the Ust-Kamenogorsk district. In 1922 he was deputy chairman of the executive committee of Semipalatinsk (now Semey).

Until 1930, he held responsible leadership positions in various capitals of Kazakhstan, Orenburg, Kyzylorda, and Almaty.

In the 1930s, he was an engineer-economist of the People's Commissar of the Food Industry in the Kazakh ASSR. He invested a lot of work as an architect in the construction of production facilities (Balkhash fish Factory, Almaty brewery, etc.).

He was arrested on March 16, 1937. The Military Collegium of the Supreme Court of the USSR sentenced F. Alikhanov - "enemy of the people", and on February 27, 1938, he was shot.

Rehabilitated on June 26, 1957 for lack of evidence of a crime.
