Mikhail Semyonovich Labukov (b. 1946) is an Honorary Citizen of Ust-Kamenogorsk.

Born on 15 November 1946 in Makinsk (Tselinograd Oblast), Labukov is the former Director of the Ust-Kamenogorsk Metal Structures Plant (Imstalkon JSC). Along with being a Republic of Kazakhstan Distinguished Builder, he serves on the Regional Builders Association's Board of Directors. His public career includes two consecutive terms as a regional Maslikhat deputy. Additionally, during his tenure as Vostok Football Club President, he spearheaded the stadium's reconstruction.

Labukov’s lifelong bond with East Kazakhstan began in 1977. Having previously seen such scenery only in paintings, the region's breathtaking beauty completely captivated him. Today, he still finds great joy in sitting by a campfire to cook traditional fisherman’s soup—a passion he is passing down to his children and grandchildren. Fittingly, his son Alexei and daughter Elena live and work in Ust-Kamenogorsk, where his grandchildren Ivan, Mikhail, Dmitry, and Masha are growing up.

In recognition of his outstanding contributions to city infrastructure, the Ust-Kamenogorsk City Maslikhat named Labukov an Honorary Citizen on 27 August 2005. He also holds the Order of Kurmet.

The Ust-Kamenogorsk City Maslikhat awarded M. S. Labukov the title of Honorary Citizen on 27 August 2005, citing his significant impact on city infrastructure development.
