Maukenuly Nurlan (1960-2003) – poet.

He was born on December 25, 960 in Zaisan district of East Kazakhstan region. In 1984 he graduated from the Faculty of Journalism of the Kazakh National University, in 1990 - the Faculty of Political Science of KIMEP. He started his career as a builder. He worked as deputy editor-in-chief of the joint publication "Ana Tili", "Zhalyn". His poems have been published in the collections of poems "Audience", "Karlygash".

In 1995, a collection of poems "Boitumar" was published. Published a collection of poems "Sunkarbulak" (2008). Winner of several competitions, the Festival of poetry of the Turkic world in Almaty. Laureate of the International Literary Award "Alash".

Medvedeva Lyubov Georgievna (1952) – poet, Corresponding Member of Peter's Academy of Arts and Sciences, a member of the Union of Writers of Russia.

She was born in Ust-Kamenogorsk. After graduating the Pedagogical Institute she has worked on urban enterprises, in school, in the library of the East Kazakhstan State University.
She is a member and leader of the literary and artistic associations, author and host of television and radio programs.
In 1995, at the regional radio she create radio club «Wings». She was an initiator and head of the creative association «Litera» (1996) in the Regional Museum of Arts, the literary association «Phoenix» in the Central Library (1997).
She is the author of several collections of poetry, «Secret Sun», «Rockfall», «Violet flame», «Unexpected Holiday», «Letters on the petals of sleep», «Homeland rains», «The fire of my soul», «River we», «The Mystery of gaps», «The universe is breathing».

Mashakov Sadu Kalievich (1906-1993) – poet, writer, translator, journalist, member of the Great Patriotic War.

He was born in the Voskresenevka village of Semey oblast. He studied at a Muslim school, he graduated the Russian school in Semey. He graduated Semipalatinsk Pedagogical Institute.
He worked as an employee of the newspapers «Kazakh language», «New agriculture», «Red field», «Socialistic East», head of department, executive secretary, deputy editor of the regional newspaper «Semey tany»; authorized the Union of Writers of Kazakhstan Semipalatinsk region, a senior editor of the transfer department of the Kazakh Telegraph Agency, Almaty.
His first book of poems is «Collective Farm Song» (1932). Then «The song is a hammer» (1933), «The Rock» (1934), «For the Motherland» (1938), «Years» (1954), «Stages» (1959), «Years and roads» (1962 ), «My years» (1968), «Eternal rider» (1972), «Evening song» (1976), «Early years» (1978), «Good nature» (1982), «Silence» (1985).
He was a member of the Writers' Union (1936). During the Great Patriotic War Garden he was an editor of the newspaper «Forward to the enemy!».
He worked in the field of literary translation. He translated the works by Pushkin, Lermontov, Yesenin, Shevchenko, Karim and other poets.
He was awarded the Order of the Red Star, Order of the Patriotic War 2nd degree, medals.

Menshikov Viktor Sergeyevich (1926) – artist, writer, journalist, lawyer, participant of the Great Patriotic War.

He was born on December 28, 1926 in the village of Anna, Anninsky district, Voronezh region, RSFSR, in a working family. In 1941, he was enrolled in the Voronezh Craft School No. 10 as a locksmith student. Since September 1941, he worked as a worker of the Anna station railway in the Voronezh region. From May to September 1943, he studied at the factory training school (fzo) No. 1 in Voronezh, where he was a student of a plumber-locksmith.

In February 1944, he was drafted into the Red Army and sent to the front. From 1944 to 1945, he participated in the battles in Poland and Germany as a miner. From 1945 to September 1951, he served in a group of occupation troops in Germany. He was awarded the medals" for the victory over Germany"," for the capture of Berlin"," for the capture of Warsaw"," for the liberation of Poland"," 30 years of the Soviet Army and Navy". He holds the military rank of senior sergeant in the Reserve.

From September 1951 to December 1953, he worked as a locksmith at the plant for the production of reflex cars in Voronezh. From March 1953 to May 1955 – driver of the military unit of the city of Gadyach (now the Republic of Ukraine) of the Ukrainian SSR. From June 1955 to March 1960 – locksmith-installer of suspended mining equipment, Zmeinogorsk District of the Altai territory of the RSFSR (now the Russian Federation). From April to September 1960 – locksmith of the house-building plant in Ust-Kamenogorsk, East Kazakhstan region. From September 1960 to July 1963 – locksmith of the Titanium and magnesium plant in Ust-Kamenogorsk. 1958-1963 He studied part-time at the Moscow all-Union Law Institute, majoring in jurisprudence. After graduating from the institute, since June 1963, he worked as an investigator of the Ust-Kamenogorsk prosecutor's office. Since September 1963-assistant to the prosecutor of the East Kazakhstan region for general supervision, criminal and judicial supervision. Since April 1964-Assistant Prosecutor of the East Kazakhstan region. From June 1967 to February 1971 – prosecutor of the Investigative Department of the KH prosecutor's Office of Ust-Kamenogorsk.  From February 1971 to 1991 – member of the East Kazakhstan regional court.
